2010/11 - Led major outsourcing programmes for William Lea, supporting Prudential, Royal Bank of Scotland and National Australia Group

2009/10 - Cloud Computing consultancy for Major Telco
Working with Colt Telecom, Gary Collings provided Cloud Computing leadership for major cloud-based product releases ; led EU-wide teams and delivered to support cloud based propositions and successfully built 11 language support capability offshore.
2008 / 09 - Life and Pensions Outsourcing - ReDesign and delivery of a major outsourcing transformation programme
Working with Capita, Gary Collings embarked on the creation and delivery of a service delivery, offshoring and technology transformation effort in Pearl Group. Large scale business process re-engineering, removal and offshoring of roles, migration of high cost applications and data with a deep focus on cost base, productivity and long term benefits realisation.
Department of Work and Pensions appoints CCG to lead the Design and Implementation of a new Pension
Gary Collings has been appointed by the DWP to help in the establsihment of the Personal Accounts Delivery Authority and with the design and implementation of HM Government's Personal Accounts Pension
Gary Collings leads ONS Modernisation
ONS had a wide range of outdated statistical and technical systems business processes that are high risk and inefficient.
Gary was asked to re-organise and re-juvenate the programme, with a focus on strategy, end to end process, organisational Vision and delivery of benefit to the Office.
ONS Vision
The ONS Modernisation Programme (Odyssey) will modernise culture, process and systems so as to improve the quality and reliability of statistics and allow ONS to reflect changes in society and be more responsive to the needs of users.
Over the past year, the Odyssey programme under Gary's leadership has:
- created a 5 year Vision for transformation;
- aligned existing and new workplans to this Vision;
- Improved delivery on key surveys (National accounts, Labour Force, Household and other Business and Social Survey;
- Improved delivery of our technology partners
- delivered systems for processing and publishing the new statistics
on Civil Partnerships;
- delivered a system for processing Births Notifications directly from the National Health Service and
- implemented new technology to enable simple data collection more
efficient.
Odyssey is also modernising the processing of the Labour Force Survey (LFS) so that the next set of UK Population Estimates can be taken on much more quickly and effectively, making the LFS more useful to key customers in government (e.g. Bank of England, Department of Work and Pensions).
Other Odyssey projects that are currently underway and will be delivered over the next year include:
- the modernisation of the National Accounts methods, processes and
systems, leading to more robust (less risky) delivery and better
quality statistics;
- modernisation of
the Field Data Collection systems for household
surveys, improving their efficiency and effectiveness;
- development of a new, more robust and user-friendly National
Statistics website
- an integrated household survey that will allow better analysis and
integration of data in a more cost effective way.

Licensing Change Programme at Ofcom
Gary Collings was asked to head up up a major business transformation at Ofcom early in 2006. This resulted in the design and creation of a licensing Change Programme.
Ofcom Vision
Licensing of the radio spectrum is a highly-complex, specialised process, which will continue to be subject to considerable further change over the years ahead. Beyond what will be delivered for licensing by other change programmes, there are some additional tasks that need to be delivered to fulfil our strategic objectives for licensing:
- a strategy for licensing administration and change that will survive, and help to facilitate, the further changes likely to be required in the years ahead;
- business process re-engineering of the licensing administration business process;
- cleansing and migrating licensing data from the old systems onto the new systems;
- in-sourcing the simple category, high-volume licensing from the RLC into the LDCcentralising licensing administration from the National offices and regional field offices;
- project managing the transition from the current licensing arrangements to the new arrangements.
The Licensing Change Programme (LCP) is both an integral part of, and complimentary to projects already in train delivering the platform to enable Licensing Change (while also delivering a platform for change beyond Licensing for the rest of Ofcom), with the Licensing Change Programme focused on the business process re-engineering and project management of the transition of licensing, and ensuring that our objectives for the licensing change agenda are fulfilled.
Once set up and on track for delivery, Gary migrated the leadership of the programme to a CCG colleague who successfully manages this and other core Programme work within Ofcom.
